Oliver Pennington was elected to Houston City Council in 2009 to represent District G by an overwhelming margin. District G begins in the Memorial Park area runs along the I- 10 West to the Grand Parkway. Council Member Pennington was recently appointed to serve as the Chair of the Flooding and Drainage Committee. In addition, he also serves on seven other City Council Committees: Housing & Community Development - Vice Chair; Budget and Fiscal Affairs; Ethics and Council Governance; Neighborhood Protection and Quality of Life; Public Safety and Homeland Security; Water Resource Management; Transportation, Infrastructure and Aviation.
Prior to his election to City Council, Pennington was a partner at the law firm of Fulbright & Jaworski, LLP. During his career at Fulbright he specialized in municipal finance, municipal law, environmental law and municipal utility district law. Serving as counsel to local governments, he has vast knowledge and expertise in the areas of water supply, water quality, flooding and drainage, security, solid waste services, and administrative law. He served as contract general counsel for the Houston-Galveston Area Council (H-GAC), which provides regional planning for transportation, job creation and other public activities in our region.
Council Member Pennington’s life is one of education, hard work, dedication and achievement. Born and raised in Houston, he loves this city and everything it has to offer. Oliver achieved great success at a very young age. He graduated in 1960 from Rice University. From there he went on to law school at the University of Texas. He graduated in 1963 and served as an Associate Editor of the Texas Law Review.
Oliver is the former Chairman of the Houston Civil Service Commission and a Former Chair of the City of Houston’s Birthday Party. He was a member of Board of the Memorial Park Conservancy for five years, which is right in the heart of District G. He is also a member of the Houston Bar Association. He is a member of the Greater Houston Partnership where he is or has been a member of the Water Laws Committee, the Environmental Committee and the Economic Development Committee. Oliver was also a member of the Board of Directors of North Houston Association, a trade group advocating public policy and economic development policies favorable to that area.
He married Beverly Buzzini in 1968 and together they raised two children right here in District G, Oliver Pennington III and Sarah Pennington Tropoli. Oliver and Beverly have 5 grandchildren.
